Buffy & Dawn & Andrew were in Rome together at one point, right?
Didn't Spike & Angel go there to fight some major Vampire bad guy, but Buffy was hooked up wtih him?

Yeah, Buffy, Dawn, and Andrew were in Rome .  And I remember Kennedy and Willow were in South America (Brazil maybe?).  I don't think anyone else was mentioned.

I don't know about that, but I do know that Dawn went on a road trip all across Europe with a bunch of guys.

As usual, I procrastinated, so when I went to buy a copy today, it was sold out.  ](*,)

Anyone have any leads on how I could get a copy? I haven't purchased any comic books online before. If that's an option, can some one suggest a site?

There are quite literally hundreds of sites you can buy this from, but this is the site Dark Horse Comics uses to retail some of its comics, so you can trust it.

Otherwise, you're probably out of luck. I doubt comic shops will have many copies, if any. I'd guess it's a pretty sought after item, and hard to come by unless you go online.
